WMS-12778 - SmartParcel: Because of an unintended consequence related to specific types of EDI actions, we have reverted an update that would prevent generating labels if an order has line items that are not in a package. Certain order modifications must be tracked in EDI through a line item with a 0 quantity. This type of line item is not packed, by definition, so it would cause SmartParcel label generation to fail.
